PLAN ADMINISTRATOR

The District Council 37, Local 95 Headstart Employees Welfare Fund and the District Council 37 Health and Benefit Fund {the "Funds"), located in New York, NY administer health benefits for their members and seek an experienced Plan Administrator to lead daily fund operations with a strong service orientation. The role directs and plans day-to-day administration, delivers high-level participant service, and coordinates closely with the Boards of Trustees and the Funds' service providers.

Job Description:

KEY RESPONSIBILITIES:
• Open Enrollment and Employer Engagement: Coordinate health fund open-enrollment, prepare open enrollment packages, and present to contributing employers.
• Governance and Board Support: Report regularly to the Board of Trustees; present matters (including appeals) requiring Board decision; arrange, coordinate, prepare, and attend all Trustees meetings.
• Regulatory Compliance and Filings: Ensure timely and accurate government filings in coordination with service providers; ensure compliance with ERISA, HIPAA, the Internal Revenue Code, and New York State Insurance Regulations where applicable.
• Benefits Administration: Oversee daily processing (enrollments, COBRA, terminations, changes, disability) and maintain/document procedures.
• Participant Services: Assist members on plan benefits and develop communication tools with consultants to improve participant understanding.
• Data and Vendor Management: Coordinate transfer of data to external contacts for services, premiums, and plan administration; coordinate payments/functions with service providers.
• Operations and Financials: Maintain participant recordkeeping systems; maintain Fund financial records and prepare financial reports for the Board; investigate discrepancies and improve processes to enhance efficiency and reduce costs.
• Team Leadership: Plan, schedule, and direct Fund Office staff; supervise office staff and perform other administrative functions as deemed appropriate by the Board.

QUALIFICATIONS
• Minimum 5 years of related benefits experience with Taft-Hartley Benefit Funds or HR Management, or CEBS designation
• Excellent oral and written communication skills
• Advanced proficiency with Excel and Word
• Skills with proprietary software technology for benefit funds
• Financial management capabilities
• Proficiency in ERISA, HIPAA, the Internal Revenue Code, and New York State Insurance Regulations; ensure compliance with applicable laws and regulations
• Ability to manage a high-volume workload and balance team supervision
